U.S. Cities Struggle to Maintain High Rankings in Global Happiness Reports
While the United States as a whole has seen a slight improvement in happiness compared to last year, fewer of its cities are making it into the top ranks of global happiness reports. This trend highlights ongoing challenges for American urban areas in maintaining high quality of life metrics.
The World Happiness Report 2026, released by the Wellbeing Research Centre at the University of Oxford, ranked the U.S. as the 23rd-happiest country. This is an improvement from last year’s record-low ranking of 24th, but it still places the country outside the top 20 for the third consecutive year. The report measures various factors that contribute to national well-being, including economic stability, social support, and personal freedom.
In addition to the World Happiness Report, the Happy City Index, published by the London-based Institute for Quality of Life, provides insights into the happiness of individual cities. This index evaluates several key indicators such as inclusive policies, housing affordability, government transparency, and environmental impact. While the index does not designate a single “best city,” it ranks the top 50 cities globally as part of the “Gold Group.”
Copenhagen, Denmark, topped the list again, followed closely by Helsinki, Finland, and Geneva, Switzerland. These cities consistently perform well due to their strong social policies and high standards of living. Researchers note that while these cities may not be the absolute best, their success demonstrates the tangible benefits of effective governance and community-focused initiatives.
Despite the dominance of European cities in the Gold Group, one U.S. city managed to secure a spot: San Francisco. Ranked 45th overall, San Francisco placed between New Taipei City and Taipei City in Taiwan. This marks the city’s return to the index after missing the cut in 2025.
However, the number of U.S. cities included in the Happy City Index has decreased this year. Only 16 U.S. cities made the list, down from 18 in 2025. Several major cities failed to qualify, including Washington, D.C., Salt Lake City, Columbus, Ohio, Los Angeles, Seattle, Baltimore, San Antonio, Portland, Oregon, Orlando, Florida, and Phoenix.
On the other hand, some new cities have entered the rankings, such as Austin, Texas; Denver; Milwaukee; Atlanta; Chicago; Tucson, Arizona, and Dallas. These additions suggest that some U.S. cities are making progress in improving their quality of life metrics.

Another recent study by Niche found that neighborhoods in some of the highest-ranked cities are also among the best places to live in the U.S. This report analyzed data from multiple federal agencies, including the FBI and the Centers for Disease Control and Prevention, to determine livability scores.
