Wayne State University Expands Free Tuition Program to Transfer Students
Wayne State University has announced a significant expansion of its Wayne State Guarantee program, offering eligible transfer students up to two years of free education. This initiative marks a major step forward in making higher education more accessible and affordable for students who are transitioning from other institutions.
The expanded program covers the full cost of tuition and standard fees for transfer students who meet specific eligibility criteria. These include a family income of $80,000 or less per year and total assets of $50,000 or less. Previously, the program was only available to first-year college students who met these same financial requirements. By extending it to full-time transfer students, the university estimates that over 1,000 additional learners will benefit.
“Transfer students bring determination, experience and resilience to our campus, and they deserve the same assurance that cost will not stand in the way of completing their education,” said Wayne State President Richard A. Bierschbach in a press release. “This expansion strengthens our promise to Michigan families and reinforces Wayne State’s role as a national leader in access and social mobility.”
Last year, more than 1,370 transfer students from nearly 220 institutions enrolled at Wayne State. Most of these students came from community colleges (75%) and were enrolled full-time (73%). Almost half of the new transfer students were first-generation college students, highlighting the program’s impact on underrepresented groups.
“Expanding the Wayne State Guarantee to transfer students removes one of the most difficult financial barriers to a four-year degree that our students face, and that is something worth celebrating,” said Wayne State Vice Provost for Strategic Enrollment Charles Cotton in the release.
The school reported that about 70% of its full-time, four-year transfer students graduate, which is significantly higher than the statewide rate of 55%. “Wayne State’s outcomes demonstrate what transfer students can achieve when affordability and student success are aligned,” said Catherine Kay, senior director of financial aid at the university.
Who Is Eligible?
The expansion of the Wayne State Guarantee program takes effect for students admitted to Wayne State for the fall 2026 semester. In addition to meeting the family earning criteria, transfer students must have a cumulative GPA of at least 3.25 from all previous college institutions. They must also have graduated from a Michigan high school in 2023 or later and meet other conditions set by the university.
Background on the Wayne State Guarantee
Wayne State University first introduced the Wayne State Guarantee program in 2023 to provide free tuition to students from families with annual incomes of $70,000. At the time, officials estimated that this would benefit about half of all new incoming students. In February 2025, the university raised the income threshold to $80,000, which is notably higher than the median household income in Michigan, which stood at $72,875 as of 2024.
While transfer students receive tuition coverage for up to two years, first-year students can benefit from up to four years of free tuition through the program. It is important to note that the Wayne State Guarantee does not cover housing, meal plans, books, or course-specific fees, according to the university’s website.
This expansion represents a meaningful commitment by Wayne State University to support transfer students and ensure that financial barriers do not hinder their academic success. The program continues to reflect the institution’s dedication to accessibility, affordability, and educational equity.
